The first step I would have thought would be to make sure that no more countries become nuclear. Erdogan's argument parrots Ahmadinejad's completely illogical diatribe from last week. That is... 1/. Iran only wants to produce electricity, not weapons. 2/. If Israel wants Iran to stop producing "electricity", Israel should give up their nukes as fair trade. 3/. We believe the world should be nuke free anyway and the best way for this to be achieved is for Iran to continue with its nuke program.
