Why are you talking about enemies? Not a very friendly attitude - towards people who have decided to e.g. study or work abroad. Same kind of policy (of Israeli authorities) creates big problems for those Palestinians, who live in Jerusalem, but for various reasons have to spend time elsewhere on the West Bank - or abroad. So far I haven't seen any facts, if this kind of restrictive "residency rules" are applied to other Israelis (jews) too. And, that makes things presented in this piece of news very dubious.
