Like all such confessions, he needs to specifically elaborate the nature of his wrongs and pledge to take action to correct those wrongs and then provide evidence of the correction if he wants forgiveness. JUSTICE is part of the forgiveness process and it requires mitigation of the damage. That could take Carter a lifetime he doesn't have.
