    Building anywhere in Jerusalem is difficult, but for an actual Israeli Arab or Jew this can be done by Filing The Correct Papers with the Correct people and paying the necessery fees, but of course these persons do not do this, though they do build at their own convenience and usually badly, There are 80,000 illegal Arab Constructions on Israeli land, most of which are unsafe and below code. Why? Where else should a squatter live but a squat.- Efox I guess you don?t understand that Jews and Arabs are not treated equally in Israel. They are not allowed to own property in some areas, tacit redlining occurs. Nor can they build in the occupied territories as freely as settlers, who seem to operate with much more latitude. Somewhat like America prior to the civil rights movement.
