From the Israeli (and any civilized) point of view. That means there has been, and still is, a great opportunity to control the educational process. If Israel could step up and teach these kids a better curriculum; a civil society curriculum; it would be a vast improvement over the education they get from the Saudi-funded Supremacists of Hamas and the PA. It's not so much a duty as an opportunity. An opportunity to teach them that there is an Israel, and that, all told, it's society is better than any alternative presented to them by any Arab society.
