Israel must and can develop (alone or with the US) an effective two-tier antimissile defence. The first, low-level tier to deal with Kassams and obsolete Katyushas, which should be 80-90% effective and cheap per shot. The second, high-level tier should deal with long-range ballistic missiles, be 95-100% effective even if expensive per shot.
