When the cease-fire ended Jordan annexed the land it held and gave full citizenship to those living there, (but not refugees from what Israel held). Egypt did not annex the Gaza strip. At the end of hostilities the only area and population that could have been a state was the Gaza Strip, and no one there wanted to be a state as most of them wanted to go home. Should the Arab Palestinians have declared a state at the same time as Israel did? Perhaps, but there was no unifying political or military organizations as the Jewish Palestinians had which would have made such possible. By late 1947 the situation in Palestine was civil war. The Jews were organized and the Arabs were not.
