    Endless delay tactics from Israel. A six month negotiation extended to 2 years. Then re extended to 2 more years. then a moratorium on negotiations when a rocket is fired, followed by 6 months of the U.S. trying to bring the parties back to the table. Now we're at 2017 and it's time for real negotiations this time. Right? Let's start with a six month pre negotiation phase to familiarize everyone with core priorities. Then a two year intensive negotiation session and a 4 month examination of prerogatives. In 2023 then negotiations can begin in earnest. Everyone will be ready. So we'll start with a six month finalization period. Then a one year negotiations analysis protocol enhancement initiative. And then a settlement will be right around the corner. The only thing missing will be the next step. A one year intensive negotiations ratification meeting. After that the final negotiations will begin. But wait. Lets reexamine the paperwork.
