Resolution 273 says, Israel's membership of the UN is unreservedly accepted - conditional ONLY on UN Charter obligations. ?1) accepting a sovereign Palestinian state according to UN resolution 181 (Partition of Palestine), and (2) accepting the return of refugees to "their home" according to UN resolution 194? It notes Israeli ?declarations and explanations? in relation to Resolutions 181 and 194 . This in regard to ?implementation?: 194 established a 3 member group (Conciliation Commission) basing themselves in Jerusalem (France Turkey and USA) replacing the Mediator of Resolution 186. 194 has refugees wanting to live in peace, being allowed return (and compensation for property in some cases). But it also talks about a permanent international rule of greater Jerusalem (including Bethlehem). Resolution 181 also has international rule of Jerusalem. Thus, is Israel occupying any ?Palestinian? territory in this area? According to the UN in 273, the answer is no.
