Perhaps, but that is irrelevent to the issue of a settlement FREEZE. Freeze 'em, and then discuss what to do with 'em. That is a far more logical proposition than "by all means negotiate over them, but in the meantime I'm free to act *as* *if* they are already mine". Such an attitude pre-determines the outcome far more so than does the PLO attitude i.e. freeze 'em, and then discuss what to do with 'em.
