Israel and UNIFIL can't cut a side deal i.e. if the Lebanese govt refuses to be part of a deal then the mechanism described in Resolution 1701 still applies i.e. as IDF withdraws then it is the LEBANESE ARMY that moves in to replace it, and UNIFIL follows alongside to supply support to those Lebanese troops. UNIFIL has **no** mandate to exclude the Lebanese Army from **anywhere**, and so this would require the Lebanese government to agree to give them that mandate. The Lebanese Govt doesn't agree. Case closed. End of story.
