Must be missing something here. The person assassinated was a "terrorist" affecting one country only. That country just happens to have an agency with an illustrious record of successfully carrying out these types of assassinations. Three separate arab entities have warned that country that these types of actions inflame the entire ME. So here we have motive, means, and reaction. Conclusion reached? The culprits must be either M16 or the CIA. Simplicity itself I would say.
