For the past decade at least (following 9/11), Hizballah tried to shed the image of a terror organization. I think the last international terror act Hizballah was accused of is the 1994 AMIA bombing in Buenos Aires. Many countries do not consider Hizballah a terror organization because of their cleaner image as a "resistance" movement. I doubt that Hizballah will risk this gain by blowing up an Israeli embassy abroad. Perhaps they will attack a military target in Israel itself (as revenge for Mugniyeh), or even some Israeli military delegation abroad, but not am embassy as such. The present info about such an attack might be a diversionary tactic.
