As I recall, the duration of time spent on demanding settlement construction halt in the West Bank and Jerusalem was quite extensive and pretty adamant by U.S. officials and international pressure as well. With President George Bush, it was the same. In fact, the U.S. position hasn't changed with regards to this Road Map obligation by Israel to proceed to an agreement. However, President Obama is probably willing to proceed with diplomatic negotiations without the preconditions both parties articulated for the last 6 months, by continuing the negotiations at the point where the previous Israeli administration succeeded to achieve some understandings with the PA regarding the core issues. This development has higher validity than requesting every single settlement stop construction totally. That's my take.
