In reality there is no domestic tranquility, so there is no reason for this government to refuse to negotiate with Syria and the Palestinians "until the time is right". What is happening at home is anything but tranquil. A deeply antagonized, initially numb - after the war - public is now crouching silently, watching the government like an animal before it springs. Since the government's copy-book is already so heavily blotted it would have little to lose by making a daring gesture that might, just might, end the deadlock and bring big dividends.
