Is the Torah the law of the land? What law are you talking about. Israel's civil law supposes to apply to non-Jweish citizens of the state. Besides, no government has stated that Israel is a non-democracy. The opposite is true. In religious matters, each community lives by its religious laws. That is the only democratic feature of Israel.
