It's not "unusual" when one of the basic causes for the conflict is the nature of the state in question. The Arab world has not accepted the idea of Israel as a Jewish [read NON-ARAB] state ever since UNGAR 181 in 1947, which defined the creation of one Arab state and one Jewish state. Without this concession by the Palestinian Authority, any peace agreement will be worthless, especially since they have already declared that the future Palestine will be an Apartheid state--i.e. "Jew-free".
