Don't get in a dither. The strategy is so obvious and the folks commenting here so far are swallowing it hook, line and sinker. The author of the report is Paul Rogers, professor of Peace Studies. It was done for a think tank whose purpose is to promote peaceful solutions to conflict. What conclusion do you think he would reach? But he has done it using only assumptions. In my day, I wrote a lot of reports, using only facts that anyone could verify - and still reaching the conclusion I wanted to convey to the people for whom the report was intended. Don't get me wrong! I don't want Israel to attack! But I would not hazard any guesses as to what might result.
