All, The definition of the settlement freeze is important. Phase I of the Road Map says "Israel also freezes all settlement activity, consistent with the Mitchell report." The phrase 'all settlement activity' is ambiguous. Does it mean no new settlements which is something that Netanyahu agreed to? Does it mean that no bathroom will be built within existing settlements as Burns seems to think? In addition, East Jerusalem (part of the Corpus Seperatum) has a different status. Is the Corpus Separatum under the Geneva Convention? Is the original expulsion of Jews from the area confirmed as international law as it is in the West Bank (that any resettlement of Jews is 'transfer of population of the occupying power'). Clearly, extension of the 'settlement freeze' to EJ puts EJ in the catagory of 'occupied territory' that since it was Jew-free in 1967 must remain Jew-free forever.
