    the practice of spying or using spies to obtain information about the plans and activities especially of a FOREIGN government or a competing company... the term is most readily associated with state spying on potential or actual enemies... These were individuals and this is their own country, it was in SELF DEFENSE (which everyone is intitled to - it was a result of provocative hostile attempts to harm them and their homes not an offensive act)(no threat to their personal safety, no need to do whatthey did) and even if the state sees them as an enemy, they do not. The term simply doesn't fit.
