During the British mandate, the British occupied Palastine and had control over borders and air space. Nevertheless, the Jews built viable economic, social and political institutions. The Gazan assertion that when the Israelis withdrew, Gaza nevertheless remained "occupied" is a weak excuse for failure that wrecks collateral damage as follows: (1) it allows Gazans to avoid facing and solving the internal social, political and religious ills that are at the root of their problems; and (2) it convinces Israelis that concessions are useless because what Palastinians say they want is just a fabrication that will be disregarded as soon as they get it. You want progress? Find a way to throw Hamas out and get in someone like Fayyad who knows what they're doing. You want the seige of Gaza lifted? Explain how that's going to get rid of Hamas and focus Gaza on reform rather than hatred and excuses.
