Here we go again. Any dictionary can give you a definition of democracy, but the truth is that a democracy is what the citizens think it is. Iran was a 'democracy' but now many citizens feel it isn't. Lebanon and Israel are both democracies because the people generally are satisfied that they are democracies. Thus it is a bit feckless to start deeming one nation more of a democracy than another. Is India the 'best' democracy because it has a very high turnout? Or is Australia a better democracy because voting is mandatory? So long as most Israelis think they have a democracy and are happy with it, they have a democracy.
