This is misleading as it is not supported by the actual wording which does not mention the naval blockade, rather it says only, "We deeply regret the loss of life and the injuries suffered in the events off the coast of Gaza on May 31". This is hardly surprising as the legality of the blockade is questioned by many in the international community and by the UN. For example the UN High Commissioner for Human Rights has classified it as "illegal", and after the high seas raid Ban said, ""Had the Israeli government heeded to international calls and my own strong and urgent and persistent call to lift the blockade of Gaza, this would not have happened,"
