Whether the Stage One Road Map duties of each side are parallel or quid pro quo, Abbas is so far away from being able to deliver on cessation of Gaza terrorism - or even of his own police forces in the W. bank -- that there is no basis whatever for asking Israel to modify its plans on the Har Homa project, which is in Jerusalem in any case (a Final Status item to be addressed in Stage 3) and which is Jewish-owned (pre-1948) in any case. As the article accurately points out, Abbas is crassly disrupting negotiations in order to try to achieve a fait accompli. Bush has no authority to demand Israeli concessions in Jerusalem, because Congress has repeatedly told him by landslide majorities to consider all of United Jerusalem as the capital of Israel, and only Israel ("Advice and Consent" clause, U.S. Constitution). Bush just requested and received from Congress for an extension of his delay in moving the US embassy; however, he cannot unilaterally alter the US position on Jerusalem.
