    Daybreak, Under the definition I gave, it would not matter if the plan was part of the military or government apparatus. In deed, the definition makes clear that military apparatus may at times be intrinsic to ethnic cleansing. You state, "If the Jews had not taken this step, they might have lost the war.". You are right here. There was not a part of Palestine in which Jews constituted a majority in 1948. If they did not ethnic cleanse, they would not have constituted a majority in order to have a "Jewish state" that was a democracy. Morris states that the Yishuv reached the conclusion that it could not have friendly relations with the Arabs, "Israel must be inhabited largely my Jews....The uprooting of Arabs must be seen as the root of the Arab question." (Morris 2003, p188) I did not say that Arabs did not engage similar tactic. Nor did I condone them. But, that does not change the fact the Zionist did engage tactic of ethnic cleansing of Arabs.
