    Telling Golda to prepare the nukes is not the same as using them. Israel doesn't keep its nukes in silos ready to go at a moments notice they are disassembled and it can take a couple of days to assemble it. At the time Israel was loosing the war, suffering heavy casualties and the Americans were refusing to send new weapons. What Mofaz wanted was all options on the table which is natural. If he had actually wanted Golda to use them then it would most likely have been a test out at sea somewhere send a message to the Americans send us weapons now so there is no risk of things ever getting to the stage where the use of nuclear weapons would even be considered. Also sent a message to Sadat and Assad end this war now before things can escalate. Dayan never wanted Golda to actually drop a bomb on Syria or Egypt. The nukes are a last resort weapon, you destroy us we take you down with us, they are a deterrent not standard battlefield weapons.
