Howdy Dav; Israel is "talking peace" with the PA and not with Hamas. During a period of armed conflict, it is not surprising that some combatants (and some civilians) on both sides will be casualties. Any soldier who takes up arms and engages the enemy takes the risk of being killed. The fact that Hamas et al is losing its "freedom fighters" at a rate of 10 to 1 compared to the IDF indicates only one thing; namely: that they are losing their Jihad. The Gaza Strip has not been occupied by Israel since Sept., 2005. "Occupation, to be effective, must be maintained. In case the occupant evacuates the district or is driven out by the enemy, the occupation ceases."--http://www.taiwankey.net/dc/axoverv6.htm . Where Israel encourages her citizens to reside within her sovereign territory is none of your business. The partial economic blockade of the Gaza Strip is legitimate under the rules of war as long as the armed conflict continues.
