His trouble in this case is self-inflicted. Vanunu did nothing which threatened the existential security of Israel, but he did sell secrets for profit and that is a crime. All he really did was show the world what everyone who was paying attention already 'knew'. He did it for money, and he got caught for sex. Not a prudent man.
