Israel would be acting with the benefit of international law were she to invade Gaza. If Gaza is regarded as unoccupied, Israel would be acting under the principle of self defence of the UN Charter. If Gaza is regarded as occupied, Israel is acting as the occupying power who has the right and duty to restore order in a territory under its authority. Under either theory, Israel has the right to use force, and to go into Gaza and do what is necessary to stop Qassams, find and destroy weapons caches, Qassam manufacturing facilities, all training facilities, and of course, tunnels, as well as command and control bunkers. Israel cannot destroy Hamas, but Israel can degrade the military abilities of Hamas. In particular, if Israel finds and destroys the tunnels on the Philadelphi route, and then builds a canal or underground wall to prevent future smuggling, the operation could be a success.
