Soon after the Gulf War Israeli sources reported upon the failure of the Patriot system to defend Israel against Iraqi SCUD missiles. This was no surprise to me, or anyone familiar with the capability of the system. In 1991 the Patriot system was the worlds most capable anti-aircraft defense. It was designed to detonate it's warhead BESIDE an airplane, maximizing it's destructive effect. Blowing up beside a SCUD only destroyed the already useless fuel and oxidizer tanks. The Patriot PAC II which the US deployed in Saudi was modified so that it could destroy the warhead of an incoming SCUD. Thus Israel was given a version of the system which was actually incapable of defending Israel. The provision of the Patriot was a political gesture to the government of Israel for staying out of the Gulf War. To that extent the Patriot served BOTH Israel and the US, even if it was all a fraud. The PAC II version of the Patriot has since been made available to Israel.
