    To me it seems that the Crruption Perception Index might be missleading--The Enlightened and Highly Self Critical Self Scrutinizing Israeli Public-- may indeed PERCEIVE the Public Sector to be corruption stricken relatively the latent evaluation of other countries prectice. The latter may be true to Institutionalized High Honesty Expectations and Requirements-- additionally fuelled by the pure Existential Concerns. In that case the (CPI) index indicates the exact opposite. It would be interesting to measure the actual ratio of for example material bribes and privileges to GDP, over time. The Frequency of Repported Law Abuse, due to cronyism and "connections" over time absolutely and relatively to the total number of cases - as an indication of Honesty Consciousness and Requirement =Declining Corruption. It seems to me that the latter indicator would ensure Israel an Honourable place which does not render superfluous the scope for improvement increase. Best regards Sylvia Sztern-SempreLovingM.G.
