Fanar Haddad's comments are misleading and possibly deliberately so. Iranian strategy is to position thousands or tens of thousands of missiles within striking distance of Israel with the idea that if Israel and/or her allies attempt to destroy Iran's nuclear program, Iran can unleash these missiles in mass attacks to overwhelm Israel's defenses, cause significant damage and terrorize her population. Israel must counter this strategy and can't have enough anti-missile defenses. This is exactly what Israel needs to do.
