In the last five years, I've had the misfortune to have both my brother and my mother die. Curiously, in both cases, the wrong undertaker attempted to charge off with the body. On one occasion, he succeeded. I think these guys take a price inquiry as an order for service; however, it's also mildly surprising that hospitals seem to release bodies without the consent of the next of kin. At any rate, the one in which my brother died did.
