    Israel since its inception has not devoted real efforts to improve education in the Arab sector. It has been consistentloy underfunded and few efforts have been made to counteract the cultural/social forces which militate against education for women, though a significant percentage of Arab university students in Israel are female. On the other hand, efforts to legislate improvements in Haredi education have been far more serious, and of course the Shas system is more funded by the State thaan the Arab sector due to the political influence of the religious parites. Further, the efforts to advance educational advances in technology, sciences and foreign languages have a more receptive audience in the AraBb sector than the Haredi where such subjects are seen as a real threat to a religious lifestyle.
