They can't have it both ways. If they want to engage in this exercise, they have to recognize western Jerusalem as Israeli and Israel's capital. And since the PA is "preudging the final status outcome" by initiating embassy relations with foreigh states "based on the so-called '67 borders" without first recognizing Jewish israel or entering a peace treaty with Israel, Israel should respond by massively increasing (by hundreds of thousands of apartments) Jewish settlement anywhere on the W. Bank they like, since Israel is now also free to "preudge the final status". Rescinding PA VIP travel permits and barring PA use of Israeli harbors, airports and crossings should also commence, as well as cutting off PA access to Israeli fuel, electricity and water supply, unless the PA ceases to initiate embassy relations with foreign nations. Perfectly legal - Israel has no duty to supply PA with anything if they want to be a hostile foreign nation. That includes cutting off the water, power and truckloads of supplies crossing Israel to enter Gaza. No duty to let anything in - Gaza is at war with Israel.
