In 1948 Jerusalem was a predominantly Jewish city. Jordan invaded and occupied East Jerusalem and the West Bank, forcing Jews to flee. When Israel took the land back 19 years later Jews could reclaim their property, using court orders to evict illegal tenants who refused to pay rent. This does not make Jewish property owners into 'settlers'. If laws or military orders are being abused there are courts to examine complaints and make rulings.
