The government keeps stating that it will fix the mistakes of the Lebanon war. But their view of the mistakes is different than that of the IDF. The IDF feels that it was hampered by the government not giving them clear orders and waiting to go in full force right after the kidnappings. The government seems to feel that the mistake was going in at all, because now they claim they don't want to repeat the same mistakes and follow that up by saying a ground incursion would be a mistake. But they ARE repeating the same mistakes, by not responding forcefully and immediately. They don't need a ground incursion that would be risky; targeted assasinations seem to work pretty well.
