This is absolutely and absurdly ridiculous. No credible rabbi in the mainstream Orthodox word, from haredi to modern orthodox, would waste their time even looking at this junk. As with any legal system, you can make a mockery of it if you tried hard enough. If you want to pervert Jewish law, you could find foolish, blatantly incorrect and absurd applications of legal principles to achieve the desired effect. There is actually a Talmudic aphorism describing such perversions: "A sharp whit can reason an impure animal into purity." No one in my community would be anything other than mortally horrified at the abhorrent thought of killing babies.
