In the Tzar's quest to be a world religious leader with Constantinople as his headquarters, innumerable lives were lost. When Russian communists won the Revolution, and followed atheism as their ideology, they gave up the quest for Constantinople. This kind of solution won't happen between Jews and Christians and Muslims today who still believe in God. I agree instead of Jerusalem being the site of PEACE, it is the site of war and conflict. A secular solution could be found, I guess, an agreement to share the Holy sites, like a EU-type of agreement, where individual differences could be maintained, but contested areas shared by mutual agreement.
