It's disgusting to discuss this mutual violence in terms of rounds of play, with winners and losers. The quoted 18, now 23 or more, dead Palestinians is not a "heavy price," it is an unequivocal tragedy. Those dead and wounded Israeli and Palestinians are Brothers and Sisters of a shared world family. The fact that the majority of those losses are civilians, not militants (reportedly only 2 of those dead), assures me there can be no basis to claim an advantage or a victory in any terms. I appreciate these attacks may have pre-empted further violence - but the only action left at this point is bowing our heads in shame and grievance for undue violent losses.
