Serbia and Kosovo worked because before the US used military force in Serbia it had spent a year preparing the diplomatic consensus, arming Croatia, and arranging for the peacekeeping forces to move in after the Serbian militia had been crushed. All of the time, the Clinton administration was keeping very quiet and acting as if it would do nothing. When EVERYTHING was ready, he forced a crisis, started bombing, Croatia rolled into the area the Serbs had occupied, and NATO moved into action. Kosovo was a like operation. Those operations worked because they were the use of military force as a means of implementing a well constructed diplomatic program. If Clinton had been stupid enough to just start bombing willy nilly, it would have failed.
