There is evidence that Saudi financed Saddam's bomb program in expectation of 1/2 the production. 2. Saudi bought Chinese missiles which were essentially useless without nuclear warheads. 3. Like Iraq, Pakistan could not afford an atomic weapons program. 4. Someone with enough influence over the US government in the 1980s convinced Ronald Reagan to not stop the transfer of nuclear technology to Iraq and Pakistan. I do not KNOW that Saudi has any atomic weapons. I cannot rule it out.
