JDAMS uses GPS homing; GPS is US satelline system and technology, and requires a US license to sell to a third party - which they don't give. Russian system uses Russian satellite system, inferior accuracy. As for claimed superiority of Eurofighter vs. NATO F-16 in mock battle -- well, those F-16s weren't equipped with Israeli pilots in the cockpit, were they? In 1-on-1 war game mock combat, Israeli F-16s and F-15s vs. USAF F-16s and F-15s scored 146-1. And long ago, when RAF tried to intervene on Egypt's side late in the 1948-50 war with Mk XXIII Spits against Israel's ancient MkIXs, score was 4-0; Brits then responded with vastly superior Tempests to "teach them a lesson" -- and lost those, too. Pilots make the difference -- as Arabs learned when they all went out and bought Mirage III's as Israelis had flown, and promptly learned what tempermental pieces of junk they were - without IAF to fly and maintain them.
