China (and not Russia for that matter) has neither confirmed nor denied Clinton's statement. Rather the Chinese has positively welcomed the Turkey-Brazil initiative. If they agree on sanctions against Iran, it will be soft sanctions and nothing more. It is just American propaganda to make some noise on the world stage. I think it would be best for Israel to directly in a back-the-stage diplomacy format engage with the Iranians instead of listening to the US. The historic Persian-Israeili ties are much stronger than anything else Israel can use to influence Iran. If you look at the map you understand Iranians fear the Arabs as much as Israelis do, if not more. The Arab Sunni influence on Iran's eastern border (Afghanistan and Pakistan) is huge and Iran is basically fearing for its security and like Israel wants to ensure none of its close neighbours (including the US as it is practically a neighbour these days) dear threaten it like Saddam did in the 80's. Israel should therefore distance itself from the rich Arab Sunni countries which are now trying to manipulate its strategic and historic bonds. They should listen to Saddam's last words "Down with Americans and Down with Persians" in order to understand how people feel in Iran regarding their security.
