Citizenship of Israel does not depend on being Halachically Jewish. Non-Orthodox converts from America are covered by the Law of Return. Most of the fuss has been fabricated by American Reformers who see Israel as their pet charity, doing as it's told in return for support. Many Israelis do not see life this way!
