I don't think that Fatah is able or willing to dismantle Hamas with force. Israel could dismantled Hamas with force if it wanted, but remember that Hamas is located in populated areas. Such an assault as you describe would kill millions of Palestinian civilians. Dealing with Hamas is better then being put under UN sanctions. That's what I believe was the problem with the war on Hezbollah. It's simply unacceptable to level villages and that's the only way to win this kind of war. As for what else to do, well there's not much to do right now. The only thing to do is to try to kill off as many terrorist leaders as possible without killing civilians, try to come to some sort of a diplomatic settlement(probably impossible, but the reward would be great), and wait to use overwhelming force until its absolutely necessary.
