    Prof. Avner Cohen critic: Israel has always taken a skeptical view of global arms control and disarmament treaties. Pressured by the United States, Israel signed the CWC on January 13, 1993, the first day it was open for signature ‫…‬ At the same time, Israel postponed a decision on CWC ratification for further review… A high-level ad hoc ministerial committee, headed by Prime Minister Binyamin Netanyahu, decided not to submit the CWC to the Israeli parliament for ratification... the unpredictability, invisibility, and belatedness of germ weapons make them less of a deterrent and more the ultimate terrorist weapon.
