    Eldar says this. The prisoner document sanctifies the Green Line as a permanent border between Israel and Palestine. The Referendum Document drawn up by terrorist leaders held in Israel`s jails does not implicitly recognize Israel at all. I strongly recommend you read the actual document. It calls for Israel to negotiate a retreat completely to the 1967 line, allow Jerusalem to be the Palestinian capital, accept the "Right of Return" of 4 million Palestinians to Israel. Which means, the Palestinians still think there getting 2 states. Then there will be a truce for a while, so that the struggle to liberate the remaining territory" (i.e., Israel) can go ahead at a time of Palestinian choosing and with better weapons now that it is an independent state. This document is basically the same thing as Arafat's 1974 strategy of phases plan. Eldar has just proved what a total fool he is.
