The certificate never meant anything except that the owner was paying the rabbinate to vouch that everything was kosher. A person's word should be all that is necessary until his word is proven to be worthless. I'm all for a uniform KOSHER CERTIFICATE that the owner signs himself and some kind of forum where people can post if they ever see anything non-kosher. Although the rabbinate would love to make money off more kosher certifications, maybe even a hechsher for each home, most people will eat at a friends home without any certificate, and most people would not think of serving treif to someone who keeps kosher.
