President Carter is not taking anything back. He isn't saying he lied, that what he has written and said was a lie. He is simply saying, that if what he said or wrote caused Israel to be stigmatized he is sorry. That's all. Along the lines, "I'm sorry if what I said offended you and caused you pain." He isn't saying "I lied about what I said, and I am sorry."
